Council UNIONS Recommend Rejection of 3 Year Pay Cut
SJC PAY CAMPAIGN
THE CLAIM
- That the settlement should run for a period of one year with effect from 1 April 2010 to 31 March 2011
- An increase of 3% or £600 on all Spinal Column Points whichever is the greater
- Any settlement should be weighted towards the lower paid
- A minimum wage of £7 per hour should apply in line with the Scottish Living Wage Campaign
- Community and Voluntary organisations that apply SJC conditions should be encouraged to apply any settlement agreed through the SJC
BALLOT AND CONSULTATIONS - REJECT OFFER
Scottish Local Govt members of Unison who responded to the ballot over the employers' "final offer"
voted 80% to reject. Unite and GMB members also rejected in various shows of hand at local and national
consultation meetings.
Unison representatives will meet to discuss what form of action to propose to members to pursue our claim.
There will also be discussions with the other main unions to coordinate action.
EMPLOYERS "IMPOSE" a 3 year Settlement
In a farcical move this weekend (22nd August), Employers' organisation COSLA announced it was "imposing" a
3 year settlement on Scottish Local Govt Employees. The "settlement" they are claiming to have imposed
is as follows:
- 2010/11 - 0.65%
- 2011/12 - 0%
- 2012/13 - 0%
A simple but obvious question springs to mind... How the heck do you impose a 3 year settlement??
Sure, you can attempt to impose a single year settlement by increasing pay scales and paying back-money
(usually well into the relevant pay year) - trying to convince staff it's of little use continuing.
That tactic may work for a single year dispute. It is utterly meaningless for future years - as there has been no settlement.
i.e. There is nothing preventing the unions and their members continuing their dispute (or resurrecting it) at any point
until there is an agreement.
Quite apart from how insulting the 0.65% is to our members, COSLA has displayed an almost pathetic stupidity by thinking
it can impose any kind of multi-year settlement.
Even if our members conceded defeat over the imposition of 0.65% for this year (which we are far from doing), the message would simply be ...
"We'll be back for more in the spring."
EMPLOYER's "FINAL OFFER"
- A Three Year take it or leave it deal.
- 2010/11 - 1%
- 2011/12 - 0%
- 2012/13 - 0.5%
UNISON's Ballot over this unacceptable offer commenced on 21st June.
UNITE and GMB are conducting their own consultations over the same period.
All three unions are recommending rejection of this proposal.
